七、武威市循环经济规划指标体系

　　 武威市发展循环经济的总体目标是：以循环经济和生态工业理论为指导，以经济发展和水资源可持续利用为核心，构建以高效节水、工业共生和物质循环为特征，以可再生、可循环物质为载体的循环经济体系。以武威(生物化工)、(食品加工)、(酿造)、(白牦牛产业)、(精细化工)、(煤电)等六个生态工业示范园区为依托，建立农产品加工、生物化工、精细化工、能源、轻纺五大产业循环体系。调整工业产业结构和农业生产结构，优化资源配置，在现有工业基础上形成一批高效益、高技术、辐射带动面大、产业链长的核心企业。用10到15年左右的时间把武威市建设成为我国西北干旱缺水地区发展循环经济的样板，河西走廊上的“塞外明珠”。
　　到2010年，建成区域循环经济的运行机制和框架。优化产业结构，提高二、三产产值比例，形成一、二、三产互动的格局。培育以科技化带动工业化，以工业化带动农业生产，以工促农，以农保工的良性运行机制；调整农业结构，大力发展养殖业，加强生态城镇建设；建设与工业发展相配套的特色种植基地和实验基地，促使农业向高效、节水、无公害、特色化、标准化、公司化方向发展。
　　在现有基础上进一步延长生物化工、农产品加工、精细化工、轻纺行业的产业链，提升产品的科技含量；提高资源、能源效率，做大、做强玉米淀粉加工、酿造、面粉加工产业，培育重化工、畜产品加工、房地产、信息服务等新兴产业。加强环境基础设施建设，大幅度降低区域污染物产生和排放量，改善区域环境质量。调整农业种植结构，加强农业节水工作，提高工业行业水资源循环利用率，加快城市污水处理设施和中水回用进程，初步形成水权市场，优化工业、农业、生活、生态水资源配置。
　　2010到2020年，深化完善区域循环经济的运行机制，进一步提高二产、三产比例。农业发展要依托本地和国内外市场，降低本地农作物种植面积，完善生态城镇建设和生态农业园区建设，建成一批具有示范、科研、生产功能的特色种植基地。玉米淀粉加工、酿造、面粉饲料加工、畜产品加工、绿色蔬菜加工等主导产业形成良性发展。能源、精细化工行业实现规模化生产，在国内市场具有一定影响，资源利用效率进一步提高，水资源消耗总量低于可用量，区域水资源紧张局面从根本上得到缓解。完善城市基础设施功能，改善区域环境质量，协调社区和工业区发展，进一步做好节水工作，加快城市化进程，加强环境保护和生态建设，将武威市建设成为一个生产发展、生活富裕、生态良好，经济、社会、环境协调发展的生态化和现代化的新城区。
